She was predeceased by: her parents, Charles Mann and Nannie Minton Mann. She is survived by: her husband Charles Rankin Carter of Middletown; her children, Michael Louis Carter (Kathy) of Warrenton, Bruce Houston Carter (Teresa) of Middletown and Carol Renee Wilkins of Emerald Isle; her grandchildren, Candace Wilkins, Samuel Carter, George Carter, Kyle Carter, Shelby Carter and Sharon Wasden; her great grandchildren, Liam Carter, Owen Carter, Camille Carter, Benjamin Carter and Jarrett Wasden; and her great great grandchild Ryker Wasden.
