He was predeceased by: his parents, Nelson Elwood and Malily Caroline Weaver Payne; and his siblings, Larry Payne and Carlene Frazier. He is survived by: his wife Tina Marie Payne; his daughter Tonya Marie Smith of Harrisonburg; his grandchildren, Dylan Shifflett, Logan Shifflett, Jamie Smith and Jonas Smith; his great grandchild Estella Marie Plaugher; and his siblings-in-law, Roger Frazier of Elkton and Brenda Payne of Rockingham.
