She was predeceased by: her parents, Viola Beaudoin and Joseph Livingston; her brothers, Ronald P. Livingston and Kenneth W. Livingston (Pauline); and her former husband Edward Riggins.
She is survived by: her children, Kevin Riggins (Delia) of Virginia Beach and Lisa Short (James) of Chesapeake; her grandchildren, Kasten Brafford (Jared) of Virginia Beach, Kevin Riggins, Jr. (Gillian) of New York, Jamie Short of New York and Parker Short of Arlington; her great grandchildren, Elise and Laurel Brafford; her sister-in-law Alpha Livingston; her grandsons, Cameron and Conner McManus; Nina Schumacher (Pat, family: Rachel Barham) and Mark Phillips (Norene). She is also survived by nieces and nephews.
The family strongly encourages donations be made to a charity of choice to honor Barbara's life.
