He is survived by: his son Donald Outten; and his siblings, Sadie Arrington of Long Beach, Vernell Arrington of Norfolk, Brenda Banks (Dolphus) of Quincy, Teresa Arrington of Norfolk, Katherine Arrington Wright of Chesapeake, Virginia and Frederick Arrington (Linda). He is also survived by nieces, nephews, other relatives, and friends.
Viewing will be held on Friday, October 17th 2025 from 2:00 PM to 6:00 PM at the Metropolitan Funeral Service (7246 Granby St, Norfolk, VA 23505). A celebration of life will be held on Saturday, October 18th 2025 at 11:00 AM at the same location.
