As we bid farewell to this cherished soul, solace is taken in the memories held dear — the laughter shared, the wisdom imparted, the moments of quiet reflection in their presence. Though Norman may no longer walk among us, his spirit lives on in the echoes of his kindness, the warmth of his embrace, and the light of his enduring love.
He is survived by: his wife Barbara Scruggs; his grandchildren, Michael, Derek and Deanna; and his pet Coco. He is also survived by four great grandchildren.
A graveside service will be held on Monday, October 20th 2025 at 2:00 PM at the Woodlawn Memorial Gardens (6329 E Virginia Beach Blvd, Norfolk, VA 23502).
Instead of flowers he requested donations to the SPCA.
