He was predeceased by: his parents, Milton Riggins and Ruth Riggins; and his siblings, Gwendolyn Riggins, Paul and Hilton Riggins.

He is survived by: his children, Shelton of Norfolk, VA. and Nikia Little (Daughter) of Norfolk, VA.; his sisters, Carolyn Lacey, Marlene and Celestine Riggins; and his significant other Elaine Moore. He is also survived by 13 grandchildren, 11 great grandchildren, 5 nieces, 7 nephews.
