He was predeceased by: his parents, Fred P. Carter and Pauline Bailie Carter; and his brothers, James P. Carter, Kenneth Carter, Paul Carter, Gail Carter and Aaron Carter.
He is survived by: his wife Pearl V. Carter; his daughters, Cheryl Carter of Pennington Gap, Virginia and Lisa Carter of Pennington Gap, Virginia; and his siblings, Carolyn Perkins of Pennington Gap, Virginia Wheeler of Pennington Gap, Virginia, Moran Carter of Pennington Gap and Clyde Carter of Avon. He is also survived by nieces and nephews.
