He was predeceased by: his wife Barbara Riggins; and his parents, Malvern Hunter Riggins, Sr. and Nannie Forrest Riggins. He is survived by: his brother Hunter Riggins; his children, Sarah Brown (Kelly), Rebecca Brown (Brad) and Hunter Riggins; his grandchildren, Kaitlyn, Kenna and Matthew Brown; and his children, Jack, Darcy, Brooks Brown, Gavin House, Paisley and James Cox.
In lieu of flowers, memorial donations may be made in Fred's name to the YMCA of the Virginia Peninsulas in support of the Bright Beginnings Program or Newport News Relay for Life.
