We are sad to announce that on January 21, 2023, at the age of 77, Belle Ivey (Portsmouth, Virginia) passed away. Family and friends are welcome to send flowers or leave their condolences on this memorial page and share them with the family.

She was predeceased by: her parents, Jacob Devine Jr. and Annie Devine. She is survived by: her husband James; her daughters, Angela Veal (James, Jr.) of Macomb Township, MI and Dawn Ivey of Chesapeake, VA.; her grandchildren, Aaron Felton of Los Angeles, CA, Shalenah Ivey of Chesapeake, VA, Nicholas Veal of Sterling Heights, MI and Zachary Veal of Macomb Township, MI.; her siblings, Ernestine Horlbeck, Rebecca Jones, Henry Devine, Jacob Devine III, Richard Devine, Leroy Devine and Eloise Bryant of Brooklyn, NY; and her sister-in-law Ruby Devine of Portsmouth, VA. She is also survived by numerous nieces, nephews, and friends.
