He is survived by: his wife Rose Carter (Mefford); his children, Ray Carter Jr. Becky (Mechelle), Jeff Carter (Christine) and Annie Spurlock (Les); his grandchildren, Allison Carter, Ashley Hayes (Shawn), Morgan Riner (Jeremiah), Cole Henry, Jeff Carter, Zach Carter, Chris Carter, Evvy Spurlock, Jacob Spurlock and Isabella Spurlock; his great grandchildren, Ava Stough, Noah Stough, Alex Hayes, Cooper Hayes, Everly Riner, Judah Riner, Kailee Adkins, Halle Collier and Soren Gonzalez; his siblings, Ruth Mefford, Mary Donovan, Shirley Gardner, Betty Winebarger, Janice Keessee Martha Carter, Peggy Bolling (Terry) and Charles Wince Carter (Jenny); and his caregivers, Kelly, Angela, Shasta, Carly, Daniel and Judy.
A funeral service was held on Wednesday, May 13th 2026 at 7:00 PM at the Baker Funeral Home (11316 Riverside Dr, Pound, VA 24279). A procession was held on Thursday, May 14th 2026 at 1:00 PM at the same location. The military honors was held on Thursday, May 14th 2026 at 2:00 PM at the Local VFW.
