He was loved and cherished by many people including: his parents, Percy True Blackburn, Sr. and Alice Thelma Hendrick; his wife Dorothy West Blackburn; his children, Percy T. Blackburn III (Rosemary), Dorothy B. Minor and Charles W. Blackburn (Hilary); his niece Debra Lappan; his grandchildren, Caroline, Percy IV, Elizabeth, Margaret, Tyler and Kelsey; and his great grandchildren, Charlie, Riggs, Hugh, Percy V, Lilly, Olivia, Philippe, Ellie, Ryland, Rayne and Remi.
A graveside service will be held on Friday, June 20th 2025 at 1:00 PM at the Hollywood Cemetery (412 S Cherry St, Richmond, VA 23220).
