He was predeceased by: his parents, Jasper James-Billie and Ruby James-Billie; his brothers, James, Melvin and Ernest Billie; and his brother-in-law Lee Franklin.
He is survived by: his friend Annette of Richmond, VA; his siblings, Jasper Billie Jr. (Annie Hicks), Roland Billie (Ethel Kingwood), Samuel Billie, Barbara Smith of Sumter, SC, Brenda Franklin of Sumter, SC, Charlene Brand (Anthony) of Sumter, SC, Patricia Taylor (Herbert Sumpter) of Sumter, SC and Franchise Hunter (Larry) of Sumter, SC; his sister-in-law Evette Billie of Richmond, VA; and his nephew James Jackson of Richmond, VA. He is also survived by nieces, nephews, other relatives and friends.
In accordance with the COVID-19 guidelines, the family is requesting that face masks and social distancing be observed by relatives and friends during visitation at the home, 7 West Hunter Street, Sumter.
