He was loved and cherished by many people including : his parents, William Leeper and Irene Lockett; his siblings, James Lockett (Pee Wee), Verna Mae Leeper, Annie Mae Robinson (Puffy), Mary McDuffie (Ricky) and Corrine Bolling; his children, Ingrid Christian, Estelle Leeper, Stephany Riley, Madelyn Craggett, Diane Brown, William Leeper III (Georgia), Michael Leeper and Marlon Leeper; and his friend Shirlene Jeter. He was also cherished by 12 grandchildren, two great-grandchildren, two great great-grandchildren.

Visitation was held on Thursday, May 2nd 2024 from 6:00 PM to 8:00 PM at the Bliley's Funeral Home - Chippenham Chapel (6900 Hull St Rd, Richmond, VA 23224). A funeral service was held on Friday, May 3rd 2024 at 12:30 PM at the same location. A burial was held on Friday, May 3rd 2024 at 2:00 PM at the Maury Cemetery (2700 Maury St, Richmond, VA 23224).
