He was predeceased by: his parents, Robert M. Payne and Willa Dean Payne (Ray). He is survived by: his wife Alicia L. Payne (Bell); his children, Jessica A. Powell (David) and Theodore J. Payne (Shannon); his grandchildren, Elizabeth, Rufus and Lillian; and his brothers, Robert "Terry" Payne, Michael R. Payne (Cheryl), Mark A. Payne and Dennis M. Payne (Linda). He is also survived by numerous cousins, nieces, and nephews.
