He was predeceased by: his mother Lillie Francis; his brothers, John and William Francis; and his wife Rebecca Francis. He is survived by: his children, William Flood, Gregory Francis (Marzina), Timothy Francis, Connie Brinkley (Geney), Phyllis Francis-Vann, Reginald Francis, Richard Ross, Daughters, Cynthia Jordan and Donna Roberts-Eley. He is also survived by grandchildren, great grandchildren, nieces, nephews, relatives and friends.

Post-retirement he was employed by the Purple Heart Foundation for 10 years.
