Powell; his children, William E. Powell III (Alexandria) and Blair P. Hines; his grandchildren, Elizabeth P. Helms (Tommy), Taylor F. Creed (Kyle), John Bott Powell, C. A. Houston Hines, Jr. and Jacob Oliver Hines; his great grandchildren, Samantha Helms, Blair Creed and Charlotte Creed; and his sister-in-law Judy Powell. He is also survived by two nieces; two great nieces and two great nephews.
