He is survived by: his wife Kathy Carter; his children, Jennifer Overstreet (Michael) and Bossy Dwayne Carter (Christina Overstreet); his grandchildren, Ethan Brown, Anna Grace Overstreet, Bella Rose Overstreet and Faith Ileene Carter; his siblings, Otey Jackson Carter (Carolyn), Robert Burks Carter, Ronnie Wayne Carter (Tina) and Loretta Lynn "Sissy" Carter (David); and his mother-in-law Helen Carter. He is also survived by many nieces and nephews.
Visitation will be held on Thursday, October 22nd 2026 from 6:00 PM to 8:00 PM at the Burch-Messier Walnut Street Chapel (1235 Walnut St, Bedford, VA 24523). A funeral service will be held on Friday, October 23rd 2026 at 2:00 PM at the Cool Spring Pentecostal Holiness Church (3453 Buffalo Run, Thaxton, VA 24174).
