He was predeceased by: his father John Patrick Dugan. He is survived by: his mother Donna Lee Dugan; his sister Christine Dugan Olivier; his brother-in-law Keith Olivier; his caregivers, Janice Wheatley, Tricia Dukes, Regina Harris and John; and his friend Harley Davidson. He is also survived by numerous aunts and cousins, along with a wealth of friends.
A funeral service will be held on Friday, October 17th 2025 at 1:00 PM and at 2:00 PM at the Hollomon-Brown Funeral Home, Great Neck Chapel (1264 N Great Neck Rd, Virginia Beach, VA 23454).
