She was predeceased by: her parents, Julian Mowles and June Mowles. She is survived by: her brother Jerry Mowles (Donna); her daughter Michelle Plumb; her son-in-law Tim; and her grandchildren, Cogan and Harper.
In lieu of flowers, Judy requested that donations be made in her memory to either the Virginia Beach SPCA, Norfolk SPCA, Animal Resources of Tidewater, or Make A Wish Foundation of Greater Virginia- honoring her lifelong love of animals and dedication to caring for others.
