He was predeceased by: his parents, Roy Payne and Myrtle Payne; and his siblings, Amelia and Melvin. He is survived by: his wife Susan Payne; his sons, Arthur Payne Jr. (Laura) of Mechanicsville, VA and Brandon Payne of Albuquerque, NM; his siblings, Senie Wolf, Ronnie Payne (Cheryl), Susan Golladay, Barbara Payne, Winnie Ross (Rodney), Sharon Moreland (Jeff) and Fay Jenkins; and his granddaughter Lindsey Payne of Virginia Beach, VA. He is also survived by many nieces and nephews.
