It is with deep sorrow that we announce the death of Frances Evelyn Carter of Warsaw, Virginia, who passed away on September 12, 2023, at the age of 93, leaving to mourn family and friends. You can send your sympathy in the guestbook provided and share it with the family.

She was predeceased by : her parents, Clarence Murvin Bell, Sr. and Edmonia "Edna" Courtney Bell; and her siblings, Dorothy Edna Bell Ferguson, Catherine May Bell Gordon, Alice Marie Bell Packett and Clarence M. Bell, Jr..

She is survived by : her son David Wilson Carter (Anne Scott Carter); and her grandchildren, Lee and Courtney. She is also survived by numerous nieces and nephews; and many dear friends and neighbors.
