He was predeceased by: his parents, Henry Arthur Phillips and Nora Starke; and his brothers, Henry A. Phillips Jr., George L. Phillips, Douglas R. Phillips and Richard M. Phillips.

He is survived by: his wife Margaret M. Phillips of Portsmouth, VA.; his children, Jack W. Phillips, Jr. (Sandra) of Yorktown and Mary Phillips (Portsmouth); his grandchildren, Joshua Phillips (Rebekah) and Jackie Bradley (Connor); and his great grandchildren, Lydia Phillips and Clay Bradley.
