He was predeceased by: his parents, Parks Dugan and Mary Terese Dugan (Scherberger); his in-laws, Albert and Lillian Burns Levesque; his siblings-in-law, Susan Dugan (Novellino), Lorraine Dugan (Kaziun), Dr Edward Michael Mullin Jr. and Albert A Levesque; and his nieces and nephews, Timothy Parks Dugan III, Daniel Joseph Levesque, Teresa Anne Mullin and Susan Patricia Mullin Boyle.
He is survived by: his wife Carol Ann Dugan (Levesque); his daughters, Kathleen Parks Savarese (Michael Damon Savarese), Jill Marie Burns (Craig Stephen Burns) and Karen Terese Dugan (Sarab David Mattes); his siblings, Timothy Parks Dugan, Jr., Patricia Mary Mullin and Robert Frederick Dugan (Donna (Begtrup) Dugan); his grandchildren, Saia Ming Mattes Dugan (Amina Gimranova), Saul Elessar Mattes Dugan, Sasha Sicilia Mattes Dugan, James Joseph Burns and Jacob Patrick Burns; and his nieces and nephews, Griffin and Smokey.
Visitation will be held on Thursday, October 1st 2026 from 4:00 PM to 7:00 PM at the Heald Funeral Home (87 S Main St, St Albans City, VT 05478). A Mass of Christian burial will be held on Friday, October 2nd 2026 at 11:00 AM at the Holy Angels Church (245 Lake St, St Albans City, VT 05478). The military honors will be held on Friday, October 2nd 2026 at 12:00 PM at the Holy Cross Cemetery (25 Fairfax St, St Albans City, VT 05478).
