He is survived by: his wife Lena M. Duggan (Bellamy) of Graham, Washington; his children, Benjamin C. Duggan of Olympia, Allen A. Duggan of Dodge City, Kansas and Haley L. Holt (Duggan) of Kent, Washington; his sister Holiss Duggan (Holly) of Lacey, Washington; his half-brothers, Joshua Nicholas of Colville and David Duggan of California; and his grandchildren, Jamison and Magz Duggan of Olympia.
