“I worked with Penny at the Stockton Police Department from the late 60's and early 70's. Penny had many admirable attributes but as a young rookie I appreciated her friendship and guidance the most. I will always have fond memories of our life experiences together and though we lost touch years ago, she will always hold a special place in my heart. I pray she found peace. My condolences to the family. In sympathy, Pat Russell Hunter, Stockton, Ca.”
