He was predeceased by: his parents, Celestine Edwin Howard and Margaret Louise Boarman; his sisters, Patricia Sue Weaver and Joyce Elaine Payne; and his granddaughter Melissa Karolyn Howard.
He is survived by: his wife Kyung Sook "Sue" Howard of Kennewick, Washington; his sons, Lowell "J. R." Howard (Kimberly) and Matthew Howard (Juliska); his grandchildren, Mel and Cameron; his great grandchildren, Jason and Gabriel; and his siblings, Janice Lucille Hubbs, Margaret Sharon Embry, Mary Carolyn Allgood, Randall Wayne Howard and James Marvin Howard.
In lieu of flowers, the family respectfully requests donations in Lowell's memory to Bowlers to Veterans Link (BVL) at bvl.org, an organization that reflects two of the things he deeply valued—his love of bowling and his military service.
