He was predeceased by : his parents, Lawrence Carter and Ella Mae Carter; his stepfather Ben Herr; and his son Thomas Lee Carter. He is survived by : his wife Mary Ellen; his daughter Toni Bull of Pasco; his grandchildren, John Thomas Martin, Carter Allen Martin, Dakota Carter, Sierra Carter and Cheyenne Carter; and his great grandchildren, Brentley Martin and Ember Stankey.

Memorial contributions may be made to the Walla Walla Veterans Home through the Herring Groseclose Funeral Home, 315 W. Alder St., Walla Walla, WA 99362.
