He was predeceased by: his parents, James Alfred Carter Sr. and Ellen Lillian Noel (Norman); his wife Gwendolyn Noel (Watt); his daughter Stephanie Noel; his granddaughter Vanessa McWain; and his brother James Carter Jr..
He is survived by: his children, Kenneth E. Noel, Tamara Chance (Mark) and Kimberly McWain (Allen); his stepsons, Brad, Doug and Jim McCollum (Serena); his grandchildren, Jeremy Turner, Mark Jr. Chance (Rose), Cortney Glaspey (Joe), Benjamin McWain and Ken F. Noel; his great grandchildren, Josiah, Logan, Ryan, Veyron and Madelyn Glaspey; his siblings, Ellen Warren-Seaton, Shirley Thomas, Gwen Noel, Buck Noel (Donna) and Skip Noel (Janie); and his former wife Karen Rizzo (Ball). He is also survived by numerous nieces, nephews.
A graveside service will be held on Thursday, June 19th 2025 at 10:00 AM at the Terrace Heights Memorial Park (3001 Terrace Heights Dr, Yakima, WA 98901).
He worked in the fields and orchards around Yakima valley, planted trees for the Greenway Foundation, and worked for the Parks & Rec Department.
