It is with great sadness that we announce the death of Cecil L Carter (Kenosha, Wisconsin), born in West Frankfort, Illinois, who passed away on January 2, 2023, at the age of 95, leaving to mourn family and friends. He was predeceased by: his parents, George Carter and Gladys Carter; his spouse Lucrezia Citerony (Atze); his siblings, Gerald and Guinevere; and his son Richard.
He is survived by: his children, Lorette Lough of Maryland, Claudia Mossman of Virginia, Lauren Buroker (Richard) of Mount Pleasant, WI and Charles Carter (Nicole) of Kenosha, WI. He is also survived by many grandchildren, nieces, and nephews.
