He was predeceased by: his parents, Howard James and Goldie Elsie Moats (Sisler); his wife Rose Ann Moats (Spiker); his daughters, Joanie Moats and Jamie Belcher; his great grandchild Christian Albarran; and his siblings, Delores, Dora Lea, Shirley, Bud, Paul, Don and Opal.
He is survived by: his sons, Bryon Moats (Kathy) of Albright, WV and Jeremiah Moats of Albright, WV; and his sister Cora Wilson of Independence. He is also survived by six grandchildren, many great-grandchildren.
