She was predeceased by: her parents, Bernie Walker and Lana Walker Smith; her husband Harold "Cotton" Welch; and her sister Shirley Woodrum. She is survived by: her sons, Mark (Jan) of Alexandria and Kirk (Stacy) of Roanoke, Virginia; her grandchildren, Taylor, Clayton (Kayla) and Samantha; her great grandchild Nolan; and her sister Sylvia McMenamin of Florida.
Visitation will be held on Monday, October 20th 2025 from 10:00 AM to 10:45 AM at the Calfee Funeral Home (800 S Oakwood Ave, Beckley, WV 25801). A funeral service will be held on Monday, October 20th 2025 at 11:00 AM at the Sunset Memorial Park (1925 Harper Rd, Beckley, WV 25801).
In lieu of flowers, Shelby's wishes are to make a donation to St. Jude Children's Research Hospital or Bowers Hospice House of Southern West Virginia.
