He was predeceased by: his parents, Edward Clayton and Daisy Edna Chrisman Millner; and his siblings, Louise Lohr, Jane Wiley, Nancy Cox, Edward "Ike" Millner, Jr. and John Lee Millner.
He is survived by: his wife Beulah Marie Clark Millner; and his children, Richard William Millner, Jr. (Kathy) of Bunker Hill, WV, Kevin Wayne Millner of Gaithersburg, MD and Pamela Marie Green (Joe) of Waverly, VA. He is also survived by eight grandchildren, seven great grandchildren and many nieces and nephews.
