He was predeceased by: his parents, Francis Leggett Neeley and William Walter Neeley; and his brother Timothy Lawrence Neeley. He is survived by: his wife Penny Neeley; his children, Annie Neeley Kirkpatrick (David) and Robert Harold Neeley (Hangk); and his grandson Ray Neeley Kirkpatrick.
A funeral Mass will be held on Friday, October 16th 2026 at 11:00 AM at the Christ Episcopal Church (126 S 6th St, Clarksburg, WV 26301).
In lieu of flowers, donations may be made to St. Jude Children's Research Hospital.
