He was predeceased by: his parents, Cecil McCartney and Opal McCartney; his siblings, Charles McCartney, Warren McCartney and Ruth Scarberry; his parents-in-law, Ernest and Katherine Utter; his sister Patty; and his brothers-in-law, Roger Carder and Jim Utter.
He is survived by: his wife Margaret McCartney; his son William "Billy" McCartney Jr. (Christie); his grandchildren, Katie Reese McCartney, Kinley McCartney and Kellen McCartney; his sister Linda McCartney Harris; and his sister-in-law Barbara Utter. He is also survived by 16 nieces and nephews.
