He was predeceased by: his parents, Denver Raines and Margie Raines (Harper); his grandson Adam Jeremy Rhea; his son-in-law Kent Rhea; his siblings, Reva Ann Kisamore (Raines), Morris Dale Raines and Jerry Lacy Raines; and his brothers-in-law, Robert Wolfe, Carl Kisamore and Robert Martin.

He is survived by: his wife Hallie Ruth Raines (Nelson); his daughters, Betty Jean Rhea of Baltimore, MD and Kathy Ann Ziegelheafer (Lawrence) of Baltimore, MD; his grandsons, Joseph Kent Rhea (Jamie) and Spencer Moses Rhea; his great grandchildren, Kaylee Rhea, Xavier Rhea, Dalton Rhea, Drevan Rhea and Denver Rhea; his granddaughter-in-law Michele Rhea; his sister Dorothy Wolfe of Kearneysville, WV; and his siblings-in-law, Loraine Raines of Seneca Rocks, WV, Diane Martin of Maysville, WV and Leroy Hedrick (Linda) of Maysville, WV..
