He was predeceased by: his parents, Cecil Minger and Alpha Mae Minger (Anderson). He is survived by: his daughters, Dionne Ratliff and Stephanie Minger; his grandchildren, Corey Ratliff, Blake Ratliff, Antonio Jones and Ashton McCoy; and his great grandchildren, Marco Ratliff, A'xuri Jones, Kayden and Kyson Jones.
Visitation was held on Wednesday, November 5th 2025 from 12:00 PM to 2:00 PM at the Teamsters Local 175 Union Hall (267 Staunton Ave, South Charleston, WV 25303). A funeral service was held on Wednesday, November 5th 2025 from 2:00 PM to 3:00 PM at the same location. A burial was held on Wednesday, November 5th 2025 from 3:30 PM to 4:00 PM.
In lieu of flowers donations may be made in Bill's memory to the American Cancer Society.
