He was predeceased by: his parents, Carl L. Mattern and Betty E. Bolton Mattern; and his son Joe Mattern. He is survived by: his wife Joan M. Smith Mattern; his children, John Milhoan (Kim) of Salem, OH, Lori Danver (Dixon) of East Liverpool, Carl Mattern Jr. (Faye), Paul Harry Mattern (Angel) of Monument, CO, Diane Mattern and Bryan Starr; and his siblings, Mike Mattern and Margie Holland.
Visitation will be held on Tuesday, October 6th 2026 from 11:00 AM to 1:00 PM at the Arner Funeral Chapel (607 W Carolina Ave, Chester, WV 26034). A celebration of life will be held on Tuesday, October 6th 2026 at 1:00 PM at the same location.
