He was predeceased by: his parents, Howard G. Howell, Sr. and Beulah Pingley Howell; his sisters, Carolyn E. Pearson (Edwin) of Columbia, SC and Virginia Mae; and his brother-in-law Michael L. Davis.

He is survived by: his wife Mary Ann Kisner; his nephew Matthew Howard Davis (Nikki); his great-nieces and great-nephews, Mairyn, Isabelle and Alan; his niece Virginia Rose Pearson; Chance.

In lieu of flowers, memorial contributions may be made to the Mary Babb Randolph Cancer Center, 1 Medical Center Drive, Health Sciences Center, Morgantown, WV 26505 or to the Randolph County Humane Society, P. O. Box 785, Elkins, WV 26241 in memory of Mr. Howell.
