He was predeceased by: his parents, Lee Tartell and Josephine Tartell (Monell); his wife Delores Tartell (DeMary); his brother-in-law James Shultz; his nephew James Shultz Jr.; his brother Louis Tartell (Helen); his nephew Ronnie Griffin; his sister Elda Sharpe (Stanley); his nephew Craig Sharpe; his siblings, Eugene, Phillip Tartell and Christina Arnett; his niece Lisa Arnett; his sister Lorraine Meredith (Walt); and his brothers-in-law, John D. DeMary and Harvey Hammons (Norma Jean).

He is survived by: his sister Elizabeth Shultz; his nieces and nephews, Greg Shultz, Gary Shultz, Robert Tartell, Kevin Sharpe, Eugene Tartell II, Joe Tartell, John Arnett, Jim Arnett, Mark DeMary, John M. DeMary, James Hammons, Debra Matthews, Linda Pugh, Helen Roberts, Joni Kollmer, Jennifer Miller and Ann Aunins; and his sisters-in-law, Helena Tartell and Kathryn DeMary.

In lieu of flowers, memorial contributions may be made to Holy Spirit Catholic Church in Monongah, WV in David's memory.
