She was predeceased by: her parents, Ray Russell and Lucille Menear Robbins; her husband Ronald Lee Stephen; and her siblings, Gary Robbins and Mary Ann Poole.
She is survived by: her daughters, Dawn King (Heath) of Fairmont and Caprice Doty (Tom) of Idamay; her grandchildren, Alexander Doty, Timothy Doty, Tanner King and Bailey King; and her brothers, William Robbins (Lucille) and James Robbins of Fairmont. She is also survived by eight great-grandchildren.
A graveside service will be held on Tuesday, October 14th 2025 at 11:00 AM at the West Virginia National Cemetery (42 Veterans Memorial Ln, Grafton, WV 26354).
The family has requested memorial donations be made in Shirley's name to the Marion County Humane Society at 2731 Locust Ave, Fairmont, WV 26554.
