He was predeceased by: his parents, Garry Neil and Harole Ann Harper Kerr (Ridgely); and his mother-in-law Carma West. He is survived by: his wife Tammy Harper (West); his sons, Nathan Harper (Samantha) of Wheeling, WV and Chad Harper of Follansbee, WV; his father-in-law Verland West of Follansbee, WV; his brother-in-law Daniel West (Amy) of Rockville, MD; and his sibling's children, Sydney Parra (Brandon), Reese, Charles West and Lex Boor.
