She is survived by: her husband James; her sons, James Otis Carter, Jr. (Roxanne) of Harpers Ferry, WV and Thomas Welby Carter (Rose) of Martinsburg; and her siblings, Shirley Schooley, Sandra Carter (Robert) and Eugene Blankenship (Rosie). She is also survived by seven grandchildren, 12 great-grandchildren.
