She was predeceased by: her parents, Emmit Blankenship and Lula Tracy Blankenship; her daughter Kathy Strickler; her brother Edward Blankenship; and her son-in-law Lee Strickler, Jr..
She is survived by: her husband James; her sons, James Otis Carter, Jr. (Roxanne) of Harpers Ferry, WV and Thomas Welby Carter (Rose) of Martinsburg; and her siblings, Shirley Schooley, Sandra Carter (Robert) and Eugene Blankenship (Rosie). She is also survived by seven grandchildren, 12 great-grandchildren.
Visitation will be held on Wednesday, October 8th 2025 from 6:00 PM to 8:00 PM at the Mission Tabernacle Holiness Church (446 Mission Rd, Harpers Ferry, WV 25425). A funeral service will be held on Thursday, October 9th 2025 at 11:00 AM at the same location.
