He was predeceased by: his parents, Adam Ratliff and Margaret Matney Ratliff; and his wife Phyllis Blevins Ratliff. He is survived by: his niece Sara Lester (Marty Matney) of Panther; his siblings, Linda, Violet, Larry, Dean and Otis; his close friend Roy Lee (Miranda Riffe); and his pets, Shorty and Smokey.
Visitation was held on Sunday, September 21st 2025 from 1:00 PM to 3:00 PM at the Fanning Funeral Home (4299 Coal Heritage Rd, Iaeger, WV 24844). A funeral service was held on Sunday, September 21st 2025 at 3:00 PM at the same location.
