She was predeceased by: her parents, Lucian Lee and Lena Kerns (Oden) of Winchester, VA.; her husband Randall James Starkey; her siblings, Linda Ryman, Mary Snyder and Donald Kerns; her brothers-in-law, Robert Starkey and Alton Ryman; her children, Jeffery Sowers (Dawn) of Fredericksburg, VA and Stacey JoAnn Cosner of Keyser; her grandchildren, Kelsey Manuel (Chris), Rachel Stottlar (KC) and Jacob Cosner; and her sister Anna Campbell (Pat).
She is survived by: her sisters-in-law, Carol Kerns of Stephens City, VA and Lynda Starkey of Kernersville, NC; and also Sandie Grantham (Starkey). She is also survived by 11 nieces and nephews and 10 grand nieces and nephews.
Visitation will be held on Friday, June 13th 2025 from 6:00 PM to 8:00 PM at the Smith Funeral Home & Crematory (85 S Main St, Keyser, WV 26726). A funeral service will be held on Saturday, June 14th 2025 from 11:00 AM to 12:00 PM at the same location.
