He was predeceased by: his parents, Billy Joe "Sonny" and Doris Pennington Small. He is survived by: his siblings, Kathy Sue Hayes (Kenny) of Hico, WV and Billy Joe Small (Becky) of Port St; his nephew Carl Ray Hayes; and his nieces, Stephanie Raine, Jennifer Martelli and Stephanie Shuff.
