He was predeceased by: his parents, Richard Alvey Mills and Laura Weaver (Kline); his wife Frances Mae Mills (Burgan); and his great grandchild Noah. He is survived by: his children, Donna Llewellyn (John) of Martinsburg, WV, Cynthia Robinson (Carl) of Yorktown, VA and Jeffrey Mills of York, PA. He is also survived by 6 grandchildren; and several great-grandchildren.
