She was predeceased by: her parents, William Roosevelt and Helen Eliza Gallaher Strong. She is survived by: her siblings, Joe and Emogene Christianson; her husband Ira R. "Dick" Phillips of Mineral Wells, WV; her daughter Stephanie Eliza Coulter (Troy) of Louisville, KY; her grandchildren, Eliza McKay Coulter of Louisville, KY and Tristan Phillips Coulter of Louisville, KY; her brother Bill Strong of Oil City, PA; her nephew J. T. Strong of Nogales, AZ.; and her caregivers, Linda Stanley and Jerri Rees.
Visitation will be held on Monday, July 21st 2025 from 4:00 PM to 7:00 PM at the Leavitt Funeral Services and Crematory - Parkersburg (403 7th St, Parkersburg, WV 26101). A funeral service will be held on Tuesday, July 22nd 2025 at 11:00 AM at the same location.
Donations may be made in Barbara's memory to First United Methodist Church of Parkersburg.
