He was predeceased by: his wife Mary Lou Payne; his brothers, Ellison Payne and Edward Payne; and his son Bill Payne. He is survived by: his children, Cyndi Owens (Mark) of Kernersville, NC, Robin Lattinville of Ledgewood, NJ, Jennifer Payne and Joe Payne (Kim) of Salisbury, MD; his stepsons, Steve Buchanan (Ginny) and John Buchanan (Debbie) of Morgantown; his brother Danny Payne (Joyce) of Orange Park, FL; and his sister-in-law Barbara Payne of Morgantown. He is also survived by 10 grandchildren; 5 great grandchildren.
