She was predeceased by: her parents, Rex Saxon and Vesta Meryle McDowell (Snedeker); her former husband Marlo Rine; her husband Dean Richmond; her daughter Teri Hartle; and her siblings, Norman, Gary McDowell and Nila Kay McDowell.
She is survived by: her daughters, Cindi Bougher (David), Brenda Lavenski (John), Marla Truex (Rick), Traci Goodnight (Dean) and Lisa Williams (Bill). She is also survived by numerous grandchildren and great-grandchildren.
Family and friends will be received Tuesday, August 26, 2025 from noon until time of service at 2 pm at CARE Funeral and Cremation Services, 1500 Second Street, Moundsville, with Pastor Margie Carr officiating. in lieu of flowers memorial contribution made to Valley Hospice in Phyllis's name, 10686 State Route 150, Rayland, OH, 43943.
