He is survived by: his wife Elizabeth Carter of Ranson; his sons, Brian Carter, Sr. (Andrea) of Ranson and Brandon Carter of Ranson; his brothers, Robert Carter of Round Hill, VA and Eldridge "Pee Wee" Carter of Winchester, VA; and his grandchildren, Keira Carter, Hayden Carter and Brian "CJ" Carter, Jr.. He is also survived by nieces and nephews.
Visitation will be held on Wednesday, October 14th 2026 from 10:00 AM to 11:00 AM at the Eackles-Spencer & Norton Funeral Home (256 Halltown Rd, Harpers Ferry, WV 25425). A funeral service will be held on Wednesday, October 14th 2026 at 11:00 AM at the same location.
